Hispanics Not Wanted on City Boards and Commissions

Back in March, Deep Inside El Paso mentioned the lack of diversity in El Paso's City Government, in executive positions in El Paso businesses, and much more.

Of course when we are talking about diversity, we are looking at race in terms of racism being the norm, the status quo, something that is not aberrational, but ingrained in our society and institutions being constructed both by society and by law.

So when we mentioned back in March, the lack of Chicanos and Latinos on the Open Space Advisory Board of the City and the Parks Advisory Board, it begged the question of how diverse are our other boards and commissions in city government.

So lets ask.

How diverse are our other boards and commissions in city government?

Method and Some Historical Notes

Before we get into this, some foundation. There are 41 boards and commissions within city government and either the mayor, city representatives, or others appoint persons to these commissions and boards. The usual appointment modes is one in which city representatives and the mayor can appoint one person each to each board or commission.

Also to keep in mind, when we started this analysis, Representatives Robert O'Rourke and Rachel Quintana were still in office.

In light of the recent corruption scandals, let's take a historical look back to when city government was still mostly White. These White city representatives rarely appointed Chicanos and Latinos to these boards and commissions and pay to play was rampant. Keep in mind these were times when El Paso voted in city representatives by at-large voting as opposed to single-member districts. Furthermore, this is before the Texas Public Information Act and the Sharpstown Scandal. Back then it was not unusual for the White power base to have "Pre-City Council Meetings" at a representative's or donor's house. Remember, the Texas Open Meetings Act, which was first put on the book in 1967, took time to evolve and it was violated repeatedly.

There are 313 current appointments by city representatives and the mayor to El Paso's boards and commissions. In this analysis, we use the term “Hispanic” as a conglomerate of Spanish-surnames individuals despite its negative and anti-indigenous connotations.

In addition, we analyzed these commissions looking at the number of Spanish surnames. Although this is not without error, research and scholarly publications have shown it is still a good way of determining the amount and lack thereof Hispanics in institutions.

Keep in mind that there may be Hispanics on these boards and commissions that have Anglo-surnames and that some of the surnames on theses boards and commissions may be African-Americans or other people of color. The other margin of error to this analysis that we must factored in is Whites who have married Hispanics and taken a Spanish surname. Overall, having more people of color is a good thing.

Our main question here is whether committee appointments or the record of appointments by each city representative and the mayor are in line with the demographics of the City of El Paso. We will use the 2000 U.S. Census as it is the census in which most of the city representatives and the mayor worked under. We will look at what percent of the mayor's and reach representative's appointments were Hispanic and Non-Hispanic (see note 1).

The 2000 US Census gives us these numbers:

  • Hispanics and Latinos made up 86.62 % of the city's racial make up
  • African-Americans 3.12 %
  • Asian 1.12%
  • Whites made up 15%

Main Findings

Looking at current appointments, more non-Hispanics were appointed to boards and commissions by this current city council than Hispanics

  • Ann Morgan Lily, who represents District 1 which encompasses the Country Club area and parts of the Westside, is more likely to appoint a Non-Hispanic to a city board or commission than to appoint a Hispanic;
  • Carl Robinson, who represents District 4 which encompasses parts of the Northeast, is more likely to appoint a Non-Hispanics to a city board or commission than to appoint a Hispanic;
  • Almost three-fourths (3/4) of Robert O’Rourke's appointments were non-Hispanics in comparison to the 86.62% Hispanic population of the city;
  • Almost 60% of Mayor John Cooks appointments to boards and commissions were non-Hispanic in comparison to the 86.62% Hispanic population of the city.
  • Below the Mayor and Rep. O’Rourke, 60% of Steve Ortega's appointments were non-Hispanics in comparison to the 86.62% Hispanic population of the city.
  • Next in line was District 2 Representative Susie Byrd with more than 50% of her appointments to boards and commission being non-Hispanics
  • After Byrd was District 5 Representative Rachel Quintana with 42% of her appointments being non-Hispanics in comparison to the 86.62 % Hispanic population of the city.
  • District 3 representative Emma Acosta and District 6 representative Eddie Holguin had the highest rate of appointing Hispanics.
  • 58% of the appointments by the Mayor and City Representatives were non-Hispanics in comparison to the 86.62 % Hispanic population of the city
  • Representatives Quintana and Byrd appointments were more in line with the city's demographics with Acosta and Holguin close behind.



Ann Morgan Lily

There are currently 24 appointments listed under District 1 which Lily represents. Only 4 out of these 24 are Hispanic, and 20 out of the 24 are non-Hispanics. So 83% of District 1's appointments were non-Hispanics. Not to patronize you, but his means if Lily appointed 100 people, 83 of them would have been Non-Hispanic. My math skills don't get much more complicated, but looking at these numbers, there is a  higher chance that Lily's next appointment to a board or commission will be a Non-Hispanic. Again, Lily represents part of the Westside and Country Club area. See Map of District 1.


Susie Byrd

Byrd's appointments consist of almost equal numbers with 12 Hispanics and 13 non-Hispanics. Of the 25 appointments she made 52% are non-Hispanic. Byrd represents parts of Central El Paso area north of I-10 going into the Northeast. She also represents the area northeast of the Spaghetti Bowl.  See Map of District 2.


Emma Acosta

Acosta was more likely to appoint Hispanics. Of her current 23 appointments, 14 were Hispanic and 9 non-Hispanic. So 39% of her appointments were non-Hispanic, which is also close to the 37% make up of El Paso's Non-Hispanics. Acosta's district begins in the Chamizal area and goes east mostly covering the valley, but also some areas north of I-10 especially east of Basset Place (aka Center) to Yarbrough. Carl Robinson

Robinson has 22 current appointments. Only 5 are Hispanic and 17 are non-Hispanic. So 77% of Robinson's appointments are non-Hispanics. In looking at Robinson's current appointments, he has appointed more non-Hispanics than Hispanics. Robinson's District is mostly north of Hondo Pass. See Map of District 4.




Rachel Quintana

Rachel Quintana is leaving office. However, in her appointment record, it shows that 46% of her appointments were non-Hispanic, Of her appointments, 15 are Hispanic and 13 which were non-Hispanic. Quintana's district covers the area around Album Park (aka Eastwood) to Zaragosa, north of Montwood. See Map of District 5.


Eddie Holguin

Holguin had the most appointments of Hispanics. He has 17 current appointments. Nine (9) are Hispanic and eight (8) are non-Hispanic. However, Holguin has the highest number of vacancies at 12. With 17 current appointments, 27.5% are non-Hispanic. Holguin represents the district east of Quintana's and Ortega's north of I-10 covering George Deiter to the city limits, and south of I-10 east of George Deiter and east of Whittier. Steve Ortega

Ortega has 25 current appointments, 10 of which are Hispanic and 15 which are non-Hispanics. Looking at the make up of current appointments, he has appointed more non-Hispanics than Hispanics, a good 60% non-Hispanic. Ortega's district starts west of Yarbrough south of I-10 and runs to the border with Holguin's district. North of I-10, it runs from a little east of Viscount to George Dieter and Dale Douglas mostly staying south of Montwood. See Map of District 7.



Robert O'Rourke

O'Rourke has 29 current appointments, 9 of which are Hispanic and 20 who are non-Hispanic. So 68% of Robert O’Rourke appointments were non-Hispanic. Again, I'm not a math wiz, but during his tenure, it was more likely that O'Rourke would appoint a Non-Hispanic than a Hispanic. O'Rourke's district covers some of the poorest parts of the city including Segundo Barrio and parts of Chamizal. His district starts in the Country Club area and runs along the river. He also represents parts of the Westside southwest of Mesa. See Map of District 8.


Mayor Cook

The mayor has more appointment power than representatives. He has 61 current appointments. Twenty-five (25) of his appointments are Hispanic and 36 were Non-Hispanic. So 58% of his appointments are Non-Hispanic.

Does being Hispanic have anything to do with who you appoint

At least before the last election, half of the city council was Hispanic, yet only 40% of the all the city representatives' total appointments were Hispanic. Close to 60% of the city representatives' total appointments were Non-Hispanic. The average percentage of Hispanic appointments by Hispanic city representatives was 49%. Of the Hispanic representatives, Representative Ortega had the lowest percentage of Hispanic appointments at 30%.

Conclusion

It still remains for us to compare their appointment rate with the demographics of the representative's respective districts. We are working on getting those demographics to you.

What are we not saying? We are not saying the representatives who's record of appointing Hispanics is lacking have a white hood and gown in their closet. But going to back to what racism is, being constructed by society and the law, it becomes easy to disregard people of color as ingrained racism affects decision-making.


What can we do?

1. Write Morgan Ann Lily informing her that Hispanic appointments by her to boards and commissions are lacking: district1@elpasotexas.gov

2. Write Rep. Carl Robinson informing him that Hispanic appointments by him to boards and commissions are lacking: district4@elpasotexas.gov

3. Once she is in office, write the new District 8 Representative informing her that her predecessor's record of appointing Hispanics to the city boards and commissions were dismal and that you hope she can improve on this for the positive.

4. Write Rep. Ortega informing him that Hispanic appointments by him to the city's boards and commissions are lacking: district7@elpasotexas.gov

5. Write Mayor Cook informing him that Hispanic appointments by him to the city's boards and commission are lacking: mayor@elpasotexas.gov



We will look at the demographics of each district later, so stay tuned!

Last year it was announced that the Chamizal Neighborhood would be the recipient of a Federal Weed & Seed.

What is Weed & Seed? Like you, I was confused. I'm a lawn man so I know what weed and seed is in lawn care terms, but the Weed & Seed that we will talk about is “a community-based strategy sponsored by the U.S. Department of Justice (DOJ), is an innovative, comprehensive multiagency approach to law enforcement, crime prevention, and community revitalization.” (Read More).

The City of El Paso's Weed & Seed application is a bit deceiving in its use of the term “Chamizal Neighborhood.” When one thinks of this neighborhood, most think of the neighborhood just north of the Chamizal National Memorial and Bowie High School all the way to Alameda Av. It also includes the residents and federal housing projects in the Basset Addition including the Tays and Salazar federal housing projects. See Map.

What is described above is the neighborhood focused upon in the Chamizal Neighborhood: Revitalization Strategy, January 2008 published by the City of El Paso's Community & Human Development Department, Neighborhood Services, which I will call the “report.”

However, in the Chamizal Neighborhood: Weed and Seed Strategy & Application, which utilizes much of the information in the above report, was published by same department, the “Chamizal Neighborhood” in this document, includes the Segundo Barrio all the way to Campell Street. (see Map)

Are the Chamizal Neighborhoods problems of the City of El Paso's own making?

The Status Quo

Most people know that poverty is high in the Chamizal Neighborhood proper. The following statistics and information are from the report. There are about 6,894 residents and 96.9% are Chicano or Latino. The average annual income is less than $10,000. Over a third of the households do “not have any available vehicle.” Unemployment, in comparison to the percentage of the rest of El Paso, is higher. In looking at eduction, 75.5% of residents 25 years or older do not have high school diplomas. Related to his is the fact that the high school dropout rate for this neighborhood is higher than the rest of the city.

Two-third (2/3) of the households are renters, so individual home ownership is lacking. The report says, “A large renter population creates image and appearance issues in many neighborhoods. Renters are far less likely to take pride in their dwelling or their neighborhood and there put less interest and effort into maintaining or improving the appearance of their homes.”

As far as infrastructure, the neighborhoods problems are many from lack of street lighting to drainage to streets in disrepair. This is enhanced by code violations including junk vehicles, outdoor storage, unkempt yards, and other violations.

The area has seen a significant increase in crime. Domestic violence is on the rise. Teenage pregnancy is high and on the rise. There is a gang and graffiti problem.

City Neglect

So in giving you this introduction, is this a problem of the city's own making?

The Chamizal neighborhood is a victim of ethnic isolation. Some parts of this neighborhood are over 100 years old, and more than any other part of the city, the Chamizal Neighborhood and other parts of the old “Eastside” have been victims of eminent domain and urban renewal.

For example, the building of Interstate 10 in the late 1950s cut the neighborhood off from its neighbors north of the freeway. In fact, the area north of I-10 is the same addition as the Chamizal Neighborhood, the East El Paso Addition. Paisano Drive's expansion destroyed many homes in the south barrio. In the 1960s, the Chamizal settlement, as well as the expansion of Highway 54 and the port-of-entry, took parts of the barrio. In 1970, the building of the Spaghetti Bowel (the I-10-Highway 54 Interchange) again cut it off from its northern neighbors in the French Addition and the Washington Park neighborhoods.

Effect of Urban Renewal on Children and Youth in the Chamizal

As a result of this urban renewal, the children and youth lack after-school and recreation activities. The National Recreation and Parks Association states:

  •                As reported by Fight Crime: Invest in Kids, the peak hours for violent juvenile crime are from 3:00 to 6:00 PM. These are also the hours when children are most likely to become victims of crime, be in an automobile accident, smoke, drink alcohol, or use drugs.

In the early 1950s, what is now the Leona Washington Center (map) was built to service the “Eastside” but by 1960 this was cut off from the Chamizal Neighborhood. It is still the nearest recreation center, with Armjio Center (map) being in the Segundo Barrio and the Seville (Sambrano) (map) and San Juan (map) recreation centers being more than 4 miles away.

Washington Park has always been nearby, but after 1970, there were only two ways to get to Washington Park from Chamizal, Alameda Avenue or Paisano Drive (although I think there is a pedestrian bridge somewhere in the middle). I was surprise to find Washington Park no longer had a pool. The nearest to public pool to Chamizal is in Delta Park (map), which is a good walk. Hwy 54 obstructs getting to this pool with ease.

Though the Chamizal National Memorial was opened in the 1960s and provided acres of open space and parkland, it does not have any real use as an urban park. It has no playground equipment, basketball courts, handball courts, or other recreational facilities. This is a stark contrast from the Chamizal park on the Mexican side which has pedestrian and bike routes, soccer fields (or futbol fils), swimming pools, handball courts and more. The Mexican-side Chamizal park is much larger but it is still better suited to Cd. Juarez' urban environment, even for El Paso's for that matter.

There are after-school programs at all the schools: Zavela, Beall, Douglas; as well as after-school program run by two or three non-profits. The National Recreation and Parks Association states:

                 A 2006 survey by the Afterschool Alliance found that three out of four afterschool programs were full or 
                overcrowded and 86% of providers surveyed said children in their communities who need afterschool 
                programs do not have access to them.

The Chamizal lacks a community/recreation center and a library. The nearest libraries are the Armijo Library and the Clardy Fox Library. When the weather gets cold, where do kid go. As for outside recreation, the Chamizal has 1.26 acres of parkland: Estrella Rivera Park (recently renovated), Luna Pera Park, and Barrio Park. The National Recreation and Park Association recommends one (1) acre per 1,000 people. That would mean the need about 5 acres more of parkland in the Chamizal Neighborhood.




El Paso has a recommendation of 1 acre per 100 households, but this is just a recommendation. Furthermore, Chamizal is an older neighborhood and land is limited. Lack of parks acts as a form of environmental racism in that lack of parks makes it harder for people of color to exercise, thus falling victim to heart disease, diabetes, and other diseases attributed to lack of exercise.

There are playgrounds and basketball courts at both Tays and Chamizal projects. One park in the Chamizal Neighborhood has a half-court basketball court and the other has a full court. Also, Pera Luna Park has a new skate park.

Are the problems in Chamizal of our own making? Though not technically in the Chamizal Neighborhood, the Lincoln Center in Lincoln Park under the Spaghetti Bowl was closed by the city in October 2006 due to a mold infestation. The city, according to Fox News (October 6, 2006), said the center would be cleaned and reopen by Nov. 2006. It is April 2011, and it remains closed.

Lincoln Center had pool tables, ping-pong, and many groups included LULAC, folklorico groups, Project Bravo and other used the center. Parks and Recreation had offices there and the surrounding community could register their children for league sports. Not any more.

With a third of the Chamizal population without personal transportation, where do they go now if at all to register their children for league sports; what transpiration do they use: They city's wonderful transportation system?

St. Anne's Center


The St. Anne's Center sits closed on Piedras Street. I'm unsure who owns this property. It use to have a variety of uses from home health to a clinic. Guillermo Glenn was quoted in an El Paso Times article a few years ago concerning the El Paso Police Department receiving funds for assault rifles. He said that money could have been spent reopening the St. Anne's Center.

Environmental Center


It should be mentioned that the city also did away with the Environmental Center at Piedras Street and Paisano Drive. It is set for demolition sometime in the future. If I remember correctly, the land is to be sold to a private buyer. (See Related Link)

So what are youth and children to do?

The city needs to reopen the Lincoln Center, make use of the St. Anne's Center, and maybe open up a mini police sub-station in Chamizal (in the St. Anne's Center?). For a neighborhood just down the street from the El Paso Police Department headquarters in Five Points, Chamizal sure is neglected.

Furthermore, the Chamizal National Memorial needs to urbanize. It need to be attractive to kids and youth. Maybe later a pedestrian bridge can be built over Paisano Dr. so residents can access the Chamizal park without having to avoid cars and trucks that drive recklessly on Paisano Dr. going into Cd. Juarez in the afternoons and evenings.

The Weed and Seed Strategy & Application includes the Segundo Barrio and I wonder if this hurts the Chamizal Neighborhood. Then again, any extra funding to revitalize is good, but when the city talks about "revitalization" in the Segundo Barrio, one always has to wince a little. Ithe Weed and Seed mentions the Clinica de La Fe has a technology center that Chamizal resident can use, but the center is in the Segundo Barrio.

Remember, the Weed and Seed Strategy is different from the other report that just focused upon the Chamizal Neighborhood proper. The Weed & Seed also mentions the Boy's Club, which I think is a wonderful organization, but it's in Segundo Barrio not in the Chamizal Neighborhood.

Are residents and youth from the Chamizal proper really going to walk all the way to La Fe or the Boys and Girls Club? Remember, both these neighborhoods have a gang problem, though the Segundo Barrio a little less due to the county gang injuction. However, Segundo is someone's else's neighborhood and walking that great distance, you are walking in enemy territory.

If anything, a Boys and Girls Club is needed in the Old Eastside again. There use to be one near the Paisano Housing near Alameda Avenue and Boone Street. It is now further east on Delta, about 3 miles from the Chamizal Neighborhood. The Mercado Mayapan has a technology center closer to the Chamizal Neighborhood, but the city's history of helping to fund the mercado is not a good one.

What can we do

The Chamizal Neighborhood’s problems are a result of the city's neglect. The problems are a result of the ethnic isolation due to urban renewal, highway expansion, and border disputes. Sure, one could ask how can their be ethnic isolation when on every side of the Chamizal Neighborhood there are Chicanos and Mexicanos living. But what we are talking about is the intersection of economic level (more specific poverty) and race and that each group of people of color in the United States is racialized in a unique way.

Today, we can give youth something to do in the Chamizal neighborhood. Let's reopen these centers. Let's invest in more parkland. The National Recreation and Parks Association gives these examples, which I will end with:

  • Fort Myers police documented a 28% drop in juvenile arrests after the city built a new youth recreation center and started a new recreational and academic program.
  • Phoenix basketball courts and other recreation facilities are kept open until 2:00 AM throughout the summer. During this time police calls reporting juvenile crime drop by as much as 55%.
  • Los Angeles, through its Summer Night Lights program, keeps the lights on in 16 high-crime parks and adjoining recreation centers. The city organizes sports, music, food, and connections to summer jobs for participating young people. In 2008, the first year of the program, city officials reported that affected communities experienced significant declines in violent gang-related crimes (down 17%), homicides (down 86%) and aggravated assaults (down 23%).

Imagine your neighborhood had a concrete wall on its north and east sides (I-10 and Hwy 54), an industrial area on its west side, and an international border with major highways on its southern border. You'd be isolated too.

Is Not Having Diversity is a Nice Way of Saying there is still racism in El Paso
Doing Business the White Way: City Advisory Committee With No Latinos or Chicanos and more on diversity in El Paso
Every once in a while Deep Inside El Paso will focus on where Chicano and Latinos are not in El Paso. 

Even now in the 21st Century, there are places in El Paso where the glass ceiling has not been broken, no Mexicans or Dogs allowed, or Whites Only.

In doing these little surveys of El Paso we use the old tool of looking at how many Spanish-surnames are on the list of board members, advisory board, presidents, and so on. Now this is not the most precise method of doing this, but it does come very close. Second, I will use the term Chicano to describe people of Mexican extraction living in the city and Latino for people of Latin American extraction.

So let the fun begin.

Parks: No Mexican Allowed

Parks are among one of the most important things a city can have, except El Paso does not have enough of them. The Park & Recreation Foundation's mission is to To solicit, receive, administer, invest and disburse gifts, legacies, devises and conveyance of real and personal property for the purposes and benefit of the of the City of El Paso’s Parks and Recreation Department.

Nice, but in a city with so large a Chicano/Latino population, there are no Latinos on the board:

However, if you thought the lack of diversity regarding our parks ended here, you are surely mistaken, and don't worry, I won't call you Sherly.

The Parks and Recreation Advisory Board “act(s) as an advisory committee to the Mayor and City Council in efforts to promote close cooperation between the City and all private citizens, institutions and agencies interested in the establishment and development of parks and recreation activities. The board of parks and recreation shall advise on park naming and shall review and provide input to the Mayor and City Council on other legislative matters submitted to the board by the director of parks and recreation.”

No wonder we lack parks with names that are Spanish surnames; it's because we lack people with Spanish-surnames on the committee naming parks. Don't believe me? Here's who's currently on the advisory board:

What a splash of brown. Now, don't get me wrong. Some of these people may be Latino or even African-American and just do not have a Spanish surname, but we use the surname analysis as the best possible test of diversity when we can't get an actual survey filled out by the The Parks and Recreation Advisory Board. Who is responsible for the this advisory board looking this way, well, your city representative and Mayor:

“Effective on October 14, 2009, the board of Parks and Recreation shall be composed of nine (9) members. Appointments shall be made by the Mayor and City Council. Each member of the” City Council shall nominate one member to the board. Chapter 2.20 and Ordinances: 7021, 7671, 7672, 7791, 10872, 11469, 12557,017124 (effective 10/14/09), 017204.

So take a look at the Parks and Recreation Advisory Board and contact you representative and ask, “where are all the brown people?”:

What is this? 

This board “act(s) as an advisory board and provide recommendations to the City Council in efforts to preserve and acquire open space. The Open Space Advisory Board shall provide recommendations on the implementation of Towards a Bright Future: A Green Infrastructure Plan for El Paso, Texas, commonly referred to as the Open Space Master Plan. The Open Space Advisory Board shall review and provide input to the City Council on legislative matters pertaining to open space submitted to the board by the director of the Department of Parks and Recreation, the director of the Developmental Services Department, the Chief Executive Officer of the Public Service Board, the director of the Economic Development Department and the City Flood Plain Administrator or their designers.”

Wow, for a city that is 80% Hispanic, 75% people of Mexican extraction, one Spanish surname on the board means 11% of this board is Hispanic. For more information on this advisory board, click here.

Non-City Entities, Schools and Non-Profits

Now for the rest of our look at diversity, we will look at lists mentioned in the El Paso Inc. Book of Lists 2011. The private sector has no real responsibility to the community to diversify their executives and many executives are sole proprietors. However, in the cases of non-profits and government entities including colleges and universities, we need to ask “where the brown?”

School Districts

Among the public entities within the school districts, out of the 10 school districts ranked by number of students, 3 out of the 10 had a superintendent who is Latino or Hispanic.

Of the 9 universities and colleges, including those in Las Cruces and ranked by current enrollment, only 2 out of the 9 had a president who is Latino or Chicano.

El Paso Foundation and Charitable Trusts

The world of non-profits in El Paso is still a White one. In looking at the 25 El Paso foundation and charitable trusts ranked by amounts they awarded in 2009, only 4 out of the 25 listed have board chairpersons whom are Latino or Chicano. Of executive directors, only two were listed as having an executive director who is Latino or Chicano. The El Paso Inc. did not list all the executive directors for these foundations though. Of the seven foundations that could be considered family foundations (which is not a legal term, but we just note that this is related to a family), all 7 of them were chaired by a family member.

We mention this only because it is nice to think that these rich people set up foundations to help the public good. However, often the real reason is to give money to family members and friends without getting it taxed. It works this way, a rich person sets up a foundation. The rich person puts his wife or daughter or some other family member as chair, and then puts his wife, daughter or other family member as executive director. You put family members on the board. You make it that the foundation only has to pay the minimum. 

Private foundations must make charitable expenditures of approximately 5% of the market value of their assets each year. The salary for your family member, or sorry “executive director” is payed through expenses. 

As long as it is not excessive, and if the services are reasonable and necessary for the foundation's exempt purposes, this can be done. Sometimes what they pay out to the public is less than they pay their executive director. Furthermore, you can have family member serve on your board long after you are gone. In addition, family foundations can give money as grants to other family foundations, therefore paying the salaries of your rich friends' families members.


Advertising/Public Relation Firms

Currently, 8 of the 24 firms listed by the El Paso Inc., ranked by number of full-time employees, have a Latino CEO.

El Paso Print Media

Of the top 10 print media companies in El Paso ranked by frequency and then by circulation, 2 out of 10 have a Latino/Chicano owner or publisher.

Video Production Companies

Of the top 14 video production companies in El Paso ranked by number of employees, then by year established, 2 out of 14 have a Latino/Chicano owner.

Banking Institutions

We were surprised about banking institutions in how many Latinos/Chicanos serve as top executives at banks in our city. Board are another issue. Of the top 16 banking institutions in El Paso ranked by 2009 deposits, 9 out of 16 have a top local executive who is Latino or Chicano. That more than half, so this look promising. Again, their board are another animal to kill and this doesn't mean the banks are giving back to our community.

Credit Unions

Looking at the top 12 credit union ranked by total assets, 1 out of 16 credit unions had a Latino/Chicano principal. This does not look good. 

For example, I'm a member of Tip O' Texas Federal Credit Union. This credit union has a Latino or Chicano vice president, but that is where the diversity ends. The rest of the board it White, the supervisory committee is White, and the all the management is White. I was wondering why customer service had suffered at my credit union since, SPUR, the credit union for railroad workers, that merged with others to create Tip 'O Texas. How can you have good service to Chicanos and Hispanics, when there are none in your government. So I took my business to GECU.

Financial Planning Firms

Of the 21 financial planning firms rank by number of planners, then by year established, 5 out of 21 financial planning firms had a Latino or Chicano top executive.

Building Maintenance Companies

Of the top 18 building maintenance companies ranked by number of employees, then alphabetically, 11 out of 18 had a Latino or Chicano top executive.

Commercial Printers

Of the top 24 commercial printers ranked by number of employees, 12 out of the 24 companies had a top local executive who was Chicano or Latino.

Copying and Duplicating Services

Of the top 21 copying and duplicating services in El Paso, ranked by number of employees, 15 out of 21 had a Chicano or Latino owner.

Customs Brokerage Firms

Of the top 21 custom brokerage firms ranked by number of employees, 18 out of 21 had a Chicano or Latino top local executive.

Document Management

Of the 11 document management companies ranked by number of employees 1 out of 11 had a Chicano or Latino top local executive.

Local Cartage Companies

Of the top 10 local cartage companies ranked by number of drivers, then by number of trucks, 5 out of 10 are owned by Latinos or Chicanos.

Office Supply Companies

Of the top 17 office supply companies in El Paso, ranked by number of employees, the year established locally, 10 out of 17 are owned by Latinos or Chicanos.

Mailing Services

The El Paso Inc. only list three mailing services in El Paso and ranks them by pieces of mail processed in 2009. Of the three, none have a top local executive who is Latino or Hispanics.

Office Furniture and Equipment Dealers

Of the 18 office furniture and equipment dealers ranked by number of employees, then by year established locally, 3 out of 18 have a top local executive who is Latino or Hispanic

Uniform/Linen Service and Supply Companies

The El Paso Inc. only lists 3 uniform/linen service and supply companies. Of the 3, only 1 has a top local executive who is Chicano or Latino.

Public Warehouses

Of the 10 public warehouses ranked by facility size, of the 8 who give information on their top local executive, 3 out of the 8 are Chicano or Latino.

Shipping Companies

Of the 20 ranked shipping companies, 14 out of the 20 had a top local executive who is Latino or Chicano.

Sign Companies

Of the 20 ranked sign companies, ranked by number of employees and then by years in business, 8 out of 20 had a principal who is Latino or Chicanos.

Internet Service Providers

Of the 12 rank internet services providers ranked by number of accounts, 4 out of 12 had a top local executive who is Latino or Chicano.

Alarm Companies

Of the 20 ranked alarm companies ranked by number of employees, then by year established, 4 out of 20 had a top local executive who is Latino or Hispanic.

Computer Network and System Integrators

Of the 25 ranked computer network and system integrators, 5 out of 25 had a top local executive who is Latino or Hispanic.

Computer Repair Companies

Of the 23 ranked computer repair companies ranked by number of techs, then by year established, 9 out of the 23 had an owner or local executive who is Latino or Chicano.

Local Software Developers

Of the 12 listed local software developers ranked by number of software developers, then by total number of employees, 4 out of the 12 had a top local executive who is Latino or Hispanic.

Website Design Firms

Of the 15 ranked website design firms ranked by number of clients, 5 out of 15 had a top local executive who is Latino or Hispanic.

Career Schools

Of the 17 career schools ranked by current enrollment, 10 out of 17 had a director of admission who is Latino or Chicano. 7 out of the 17 had a president who is Latino or Chicanos.

Parochial Schools

Out of 33 parochial school ranked by number of students, 17 out of 33 has principals who are Latino or Chicano.
Private and charter Schools

Out of 17 private and charter schools ranked by number of students, 9 out of 17 had a principal who is Latino or Chicano.

Commercial Construction Companies

Out of 16 commercial construction companies ranked by number of employees 5 out of 16 had managing principals who are Latino or Chicanos.

NARI Registered General Contractors and Remodelers


Of 20 NARI Registered General Contractors and Remodlers, 6 out of 20 had owners who are Latino or Chicano.

Architectural Firms

Of 23 ranked firms ranked by number of local registered architects, then by number of employees, 12 had managing partners who were Chicano or Latino.

Mechanical Engineering Firms

Of the 9 firms ranked by number of licensed engineer, then by number of employees, 4 out of the 9 had managing owners who were Latino or Chicano. One, Bath Engineering Corp., is employee-owned.

Environmental Engineering Firms

Of the 13 environmental engineering firms, 2 of the 13 had managing owners who were Chicano or Latino.

Civil Engineering Firms

Of the 23 firms ranked by number of licensed engineers, then by number of employees, 12 out of the 23 had managing owners who were Chicano or Latino.

Electrical Engineering Firms

Of the 9 firms ranked by number of licensed engineers, the by number of employees, 4 out of 9 had managing owners who were Chicano or Latino. One was employee-owned.

Lawn Care Companies

Of the 13 lawn care companies ranked by number of employees, the by year established, 5 had a Latino or Chicano top local executive.

Home Builders

Of the 26 homebuilders ranked by number of houses built, 9 out of the 26 had a Latino or Chicano top executive.

Registered Interior Designers

Of the 13 registers interior designers ranked by year established then by number of registered interior designers, 1 had a Latino or Chicano top local executive.

Swimming Pool Constructors and remodelers

Of the 18 Swimming Pool Constructors and remodelers ranked by year established locally, 12 were Latino or Chicano.

Pet Groomers

Out of 31 pet groomers listed, 14 have a Latino or Chicano “top dog.”

Summary
There are still some other indistries to go through, but let's summarize. We were surprised at the number of local top executive at banks. So when we do find that Latinos and Chicanos are in these positions of power, the next question is are they giving back to their communities or selling out to big business and White elites in El Paso.

Looking at the top dog at institutes of higher education is frightening. No Mexican Need Apply. As for private foundation, also, No Mexicans Allowed. Again, the numbers of Chicanos or Hispanics on advisory boards for the parks and open space are an embarrassment for our city.

Diversity looks good in Building Maintenance Companies, Copying and Duplicating Services, Customs Brokerage Firms, Office Supply Companies, Shipping Companies, and Swimming Pool Constructors and remodelers. 

In some ranked industries, the number of Chicano or Latino executives is at 50% but other nada.  
Of the "Pioneer Companies" some are older then 100 years. They did not have non-White executives 100 years ago, and they still do not have them in the 21st Century.
